@Revell-Fan and I had a long talk about some of the greebling. We had to go back and check out various reference material pertaining to this prop, and found out that there was a "rifle" selector switch on it.
@Revell-Fan was able to make working parts

After considerable discussion (between @Revell-Fan and myself) and a bit of research, it was determined that part 79 is an indicator dial.
So, I reconfigured the component to be a "functioning" dial (that will rotate back-and-forth).

Here are the parts

Starting with the swivel disc. I laminated the center disc to 0.5mm thick and then attached it in place.

I placed the base of the dial over the small disc, so that it goes through the whole of the base. Then place the medium white disc on top of the small disc. (This will allow everything to pivot).

I finished assembling the cone accordingly.

I attached the rings on top of the cone (to form a "target" pattern).

I place the black strips on the side of the cone (evenly).
